recommended to download the the Offline Address Book. Login to Outlook desktop, and go to Send/Receive > Send/Receive Groups > Download Address Book, then click OK.
If the operation above doesn’t work for you, please try to grant the send as permission via PowerShell cmdlet, for detailed steps, please follow below:
1. Connect to Exchange Online PowerShell. (Right-click PowerShell to run as administrator)
2. Paste “Add-RecipientPermission -Identity “a@domain.com” -AccessRights SendAs -Trustee “b@domain.com” -Confirm:$false” there.
Note: If you want to grant b@domain.com the “send as” permission to a@domain.com, which is b@domain.com can send email via
a@domain.com, just need paste the cmdlet above.
